3. Is there life outside of Panem? At one point in Ballad, a group of District 12 rebels plan to leave 12 and escape into the woods. They believe that there are people living north, outside of Panem, but Coriolanus dismisses this idea and insists that there's nothing beyond Panem, which isn't entirely true.
